According to Himanta Biswa Sarma, a thorough standard operating procedure (SOP) will be created for the purpose and put into effect from October 1.
According to Chief Minister Himanta Biswa Sarma, all new applicants for Aadhaar cards in Assam must include their NRC application receipt number (ARN), which was announced on Saturday.
He stated that a thorough standard operating procedure (SOP) would be created for the objective, and that it will go into effect on October 1.

According to him, the “influx of illegal foreigners” will cease with the submission of the National Register of Citizens (NRC) application receipt number, and the state administration will be “very strict” when distributing Aadhaar cards.

There are more Aadhaar card applications than there are people in the world. At a news conference held here, the chief minister stated, “We have decided that new applicants will need to submit their NRC application receipt number (ARN) as it indicates that there are doubtful citizens.”

He further remarked, “It will not be easy to get Aadhaar in Assam and hopefully, other states will also be strict in issuing Aadhaar cards.” According to Himanta Biswa Sarma, the 9.55 lakh individuals whose biometrics were locked during the NRC process will not be eligible to submit the ARN and will receive their cards.

Additionally, it won’t apply in the tea garden areas, where many people lack Aadhaar cards owing to practical issues such a lack of suitable biometric scanners, according to the CM.

There have been “more applications for Aadhaar cards than their total projected population” in four districts, according to Himanta Biswa Sarma.

“These districts are Barpeta with 103.74 per cent, Dhubri with 103 per cent, and both Morigaon and Nagaon with 101 per cent,” he said.

He claims that the state governments now have the authority to determine whether or not to grant an individual an Aadhaar card, as granted by the central government.

In Assam, we have determined that new applicants will not be granted Aadhaar cards until the relevant district commissioner has granted a no objection certificate. These certificates will be issued following a thorough inspection of every detail. It is evident that the applicant was in the state before to 2014 if he possesses the NRC ARN, according to Himanta Biswa Sarma.

The chief minister claimed his government will “intensify the process of identification of illegal foreigners as several Bangladeshis were apprehended in the last two months and handed over to the authorities of the neighbouring country”.

According to Himanta Biswa Sarma, in order to identify and stop unauthorized border crossings, border patrols and surveillance would be stepped up in regions under border outpost control. He announced the establishment of stronger cooperation with the Border Security Force (BSF) and other central agencies to enable smooth information sharing and cooperative operations for improved border security. Along with community awareness initiatives in border areas, he said, intelligence-gathering methods would be improved with a focus on cross-border networks and infiltration routes.
