Amit Shah made the statements during the opening of the National Investigation Agency’s Anti-Terrorism Conference-2025. In addition to the two databases, he also introduced the NIA’s revamped crime handbook.
The minister said the database of terrorists and criminals should be made a core asset of the zero-terror policy.
In the coming days, Shah said, the country would bring a plan to launch a “360-degree assault on organised crime.”

The home minister said a new standard of coordination, cooperation, and communication has been developed among the DGP Conference, Security Strategy Conference, N-CORD meetings, and the Anti-Terror Conference.
“We cannot view these four pillars in isolation; running through them as a common thread is the Anti-Terrorism Conference,” Shah said.
According to the minister, a key component of the zero-terror strategy should be the database of terrorists and criminals.
Shah stated that he anticipates that the director generals of police will adhere to the database framework.

Shah praised the Jammu and Kashmir police, saying, “Pahalgam and Delhi blast cases are not examples of routine policing, but outstanding instances of watertight investigation.” Shah claimed that the terrorists’ goal in the Pahalgam attack was to cause chaos.

Praising the execution of Operation Sindoor and Operation Mahadev by Indian agencies, Amit Shah said India gave a strong reply to “Pakistan’s terrorist masters”.
Under Operation Sindoor, India had targeted terrorist camps in Pakistan and Pakistan-occupied Kashmir. The precision strikes were carried out in May, days after the terror attack in Jammu and Kashmir’s Pahalgam. The terrorists responsible for the Pahalgam attack were eliminated under Operation Mahadev in July.
This is the first terrorist attack where the perpetrators were killed and the planners were punished. Through our security forces and intelligence agencies, the Indian government, Indian security forces, and Indian people have responded forcefully and appropriately to Pakistan’s terrorist masters on both sides,” Shah stated.
Senior police officers from states and Union Territories, representatives from central agencies, and specialists in subjects including law, forensics, and technology come together for the two-day conference, which is being organized by the National Investigation Agency under the Ministry of Home Affairs.
